BALLINA Shire Council remains concerned about infrastructure funding for a proposed major new land release north of Ballina.
Cumbalum Precinct A could eventually accommodate about 850 dwelling units and a population of 2300.
Along with Cumbalum Precinct B, which would house about 6700 people, they would be biggest residential developments in the Ballina Shire for the next 30 years, but the funding of infrastructure remains a sticking point in progressing Precinct A.
At their most recent meeting, councillors gave in-principle support to the proposal.
In order to address the concerns about infrastructure funding, general manager Paul Hickey will make a submission to the Planning Minister to seek an exemption to the developer contributions cap.
This would enable the developers to finance the infrastructure through a voluntary planning agreement.
However the Department of Planning and Infrastructure has repeatedly warned the council that ongoing delays in finalising the Precinct A and B proposals could lead to the council being stripped of its planning authority.
The proposals have been in the pipeline for many years.
Bill Payne, who spoke at the council meeting on behalf of the landowners in Cumbalum Precinct A, said it was time for work to proceed.
"This has been studied to death," he said.
Meanwhile the council has voted to execute the Cumbalum Precinct B voluntary planning agreement.
The council is now waiting for advice from NSW Land and Property Information that the agreement has been registered to the respective titles of the land before the proposal will be referred to the Department of Planning and Infrastructure.
The Planning Minister has also been invited to come to Ballina to discuss the precinct proposals with the council.
