Follow the Leda as it lodges a council complaint

THE Tweed's biggest developer has lodged a formal code of conduct complaint against Tweed Shire Council after "very alarming documents" emerged regarding council's dealings with the company.

Leda Developments regional manager Reg van Rij said the documents obtained under the Government Information Public Access Act also contained information relating to the dramatic axing of former council general manager David Keenan that would disturb the public.

Mr van Rij declined to release the documents while the investigation was underway but said they could "lead to the suspension of one or more councillors for a period".

He said the complaint, which he had personally lodged with acting council GM Troy Green on September 4, had been passed on for investigation to the Division of Local Government.

Mayor Longland has declined to comment.

Mr van Rij has also confirmed he was told by Mr Keenan the morning after his March sacking that the main reason for his dismissal was due to his following a recommendation by the Division that he initiate an independent inquiry into complaints made by Leda against the council.

It comes after News Ltd reported correspondence had surfaced between Cr Longland and Mr Keenan that indicated the independent Leda inquiry was the main reason for the shock dismissal.

The correspondence reportedly suggests that Cr Longland was furious that Mr Keenan had appointed a Sydney legal firm to conduct the legal investigation.

The documents suggest Mr Keenan asked the Division to take over the investigation, fearing it would bring him into conflict with councillors, a fear that proved fortuitous when he was sacked 4-3 in a motion put forward by Cr Longland.

A subsequent Division investigation found there was no evidence that Mr Keenan was dismissed on improper grounds.

Crs Warren Polglase, Carolyn Byrne and Phil Youngblutt, opposed the dismissal, and maintain that to this day they have not received an adequate reason for it.

Mr Keenan broke his silence this week telling News Ltd that: "Other than 'irreconcilable differences', none of which have ever been detailed, I have never been informed as the reasons behind my dismissal."

Leda, which has had a combative relationship with council, has 10,000 blocks of land on the coast including Kings Forest and Cobaki Lakes.
