Treasurer used irrelevant report in negative gearing attack

TREASURER Scott Morrison has attacked the Labor Party's tax policy using a report on changes to negative gearing whose author says it is not to do with those reforms.

In Question Time yesterday, Mr Morrison used a BIS Shrapnel report to attack Labor's proposed negative gearing changes despite the modelling being on changes different to Labor's proposals.

BIS Shrapnel economist Kim Hawtrey said the assumptions behind the report did "not align with Labor's policy", made no recommendations and did "not purport to be an assessment of any particular policy".

Mr Hawtrey declined to name the client the report was written for, but said it was not a political party, lobby group or industry group - it was "a private client".

The report did not cover Labor's proposed changes to capital gains tax and associated savings.
